# Part 1: Drone Attacks & Incidents – 2022 in Review

The commercial drone market experienced major growth in 2022, and this trend is expected to continue as drones become more affordable, accessible, and technologically advanced. However, misuse of drones remains a significant risk in this rapidly growing and evolving industry. While most drone users are safely using their drones, nefarious drone operators pose an alarming threat to physical safety and whose actions could also lead to hefty economic damage.

With more drone incidents and attacks reported in the public domain in 2022, lawmakers are taking note. My blog [Round-Up of Drone Incidents and Attacks in The First Half of 2022](http://d-fendsolutions.com/blog/round-up-of-drone-incidents-and-attacks-in-the-first-half-of-2022/) highlighted incidents that occurred in sensitive environments, such as military bases, airports, border crossings, and prisons. The second half of the year saw criminals continue to take advantage of the technology, as well as unauthorized drone operators disregarding drone regulations and restrictions, in a range of environments.

In this blog series, we’ll examine the current state of the rogue drone threat, specifically in the context of notable incidents across various environments, categorized into those perpetrated by criminals, with malicious intent and those committed by civilians who carelessly disregard or are unaware of restrictions and regulations. The purpose of this series is to provide an understanding of the scope of the rogue drone threat, and to identify and understand patterns of behavior for which countermeasures can be taken to protect people, assets and critical infrastructure from potential harm.

Let’s start with…

## **The Criminal Side**

Technological advancements have always been exploited by bad actors. There is a high degree of adaptability and adeptness among the criminal community to capitalize on new opportunities, swiftly incorporating evolving technologies into their operations. This is happening with drones, which are being used for smuggling, illegal surveillance, and attacks.

### **In Prisons**

[Rogue drones are a problem plaguing prisons](http://d-fendsolutions.com/blog/drones-at-prisons-everything-everywhere-all-at-once/), with drone contraband deliveries raging at prisons worldwide. For prisoners, drones have become the most effective means of smuggling in illicit goods including drugs, weapons and other contraband. Prison drone incidents tracked by D-Fend increased significantly in 2022, with incidents reported in 16 countries.

Here are just a few of the reported incidents that took place in the latter half of the year:

- In McCormick County, South Carolina, USA, in December, [three men were arrested for using a drone to drop narcotics and other contraband into McCormick Correctional Institution](http://d-fendsolutions.com/drone-incident-tracker/?from_date=20221222&until_date=20221222&location=USA&sector=Prisons&incident_type=Smuggling) and [a drone delivery of contraband to the Evans Correctional Institution in Bennetsville led to charges of distribution of marijuana, criminal conspiracy and furnishing contraband to a state inmate or facility**.**](http://d-fendsolutions.com/drone-incident-tracker/?from_date=20221211&until_date=20221211&location=USA&sector=Prisons&incident_type=Smuggling)
- In Trent Hills, Ontario, Canada, [Warkworth officials suspected drones were responsible for the December delivery of an array of drugs into the prison in a second banned substance seizure within a week.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221202&until_date=20221202&location=Canada&sector=Prisons&incident_type=Smuggling)
- In Mission, British Columbia, Canada, in November, [a drone dropped a firearm at the medium-security Mission prison, causing a lockdown.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221103&until_date=20221103&location=Canada&sector=Prisons&incident_type=Smuggling)
- In Stuart, Australia, a [Mavic Pro drone was found within the grounds of Townsville Correctional Centre in November. Its payload included methylamphetamine, tobacco, cannabis, and 617 Suboxone strips worth approximately $250,000.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221109&until_date=20221109&location=Australia&sector=Prisons&incident_type=Smuggling)
- In Algeciras, Spain, during November, [drugs and contraband that were meant to be drone-dropped into Botafuegos prison, instead fell on a nearby terrace after the drone lost control.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221123&until_date=20221123&location=Spain&sector=Prisons&incident_type=Smuggling)
- In France, two incidents were tracked in the second half of 2022 – In October, [a drone carrying narcotics, mobile phones, and other contraband landed in the courtyard of the Fresnes prison](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221023&until_date=20221023&location=France&sector=Prisons&incident_type=Smuggling) and in December, [observations of suspicious drones flying over Vignettes detention center.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221226&until_date=20221226&location=France&sector=Prisons&incident_type=Smuggling)

### **At Borders**

In a recent Legislative Tour, [Gloria Chavez](https://riograndeguardian.com/video-chavez-border-patrol-has-a-problem-with-drones-in-the-rgv/), Border Patrol chief for the Rio Grande Valley sector, stated a big concern she has now is the use of drones by criminal organizations to spy on her agents in the field. She said that criminal “groups are buying drones as soon as they are delivered to Best Buy.” Since last year, more than 24,000 unauthorized drones have been detected in her domain.

Across the globe, [incidents surged at the Indo-Pak border in 2022](http://d-fendsolutions.com/drone-incident-tracker/?from_date=20220101&until_date=20221231&location=India&sector=Borders&). Indian Border Security Forces reported that incidents of drones delivering drugs, arms and ammunition across the border from Pakistan have more than doubled since 2021.

### **At Critical Facilities & Infrastructure**

A drone attack on or espionage at critical facilities or infrastructure could cause severe disruption, potentially affecting millions of people. The second half of 2022 included several notable reported drone incidents, including:

- In the US, following multiple sightings of drones over Louisiana chemical facilities and a pipeline over the past year and a half, the FBI issued an alert warning of potential espionage and terrorism. In July, [multiple drones were spotted flying several feet above a Louisiana chemical plant.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20220729&until_date=20220729&location=USA&sector=Critical%20Facilities%20and%20Infrastructure&)
- In October, [unauthorized drones were spotted off Denmark’s western coast near the Roar gas field](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221004&until_date=20221004&location=Denmark&sector=Critical%20Facilities%20and%20Infrastructure&).
- In September, Norway’s Petroleum Safety Authority warned oil companies to be more vigilant about unidentified drones flying near offshore oil and gas platforms following [a drone sighting just 50 meters away from Equinor’s Heidrun platform in the North Sea](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20220920&until_date=20220920&location=Norway&sector=Critical%20Facilities%20and%20Infrastructure&).

### **Attacks Against Law Enforcement**

Drones are used by law enforcement agencies around the world in a variety of ways to save lives and enhance the safety of officers. However, use of drones by criminals against law enforcement has the opposite effect.

In Mexico –

- In an attack in November using several drones, [the Jalisco New Generation Cartel dropped hand-made explosives on municipal police](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20221126&until_date=20221126&location=Mexico&sector=Law%20Enforcement%20Agencies%20and%20First%20Responders&).
- In July, [the criminal group “Los Ardillos” used drones in Guerrero to attack the Buenavista de la Salud Community Police headquarters with fragmentation grenades](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20220707&until_date=20220707&location=Mexico&sector=Law%20Enforcement%20Agencies%20and%20First%20Responders&).

In the US –

- In Spokane, Washington, USA, in August, [a burglar used his own drone to attack a police drone in mid-air as it chased him.](http://d-fendsolutions.com/drone-incident-tracker/?USA&USA&from_date=20220813&until_date=20220813&location=USA&sector=Law%20Enforcement%20Agencies%20and%20First%20Responders&)

In my next blog, we will look at the current state of the threat posed by rogue drones, relating especially to notable incidents caused by civilians unaware of or who carelessly disregard restrictions & regulations.
