Law enforcement agencies worldwide are tasked with ensuring safety at heavily populated mega-events, such as concerts, championship games and marathons, political rallies, etc.
Commercial drones are readily available, relatively inexpensive and they can cause mayhem at events – but that is far from their only application. They could also be used to surveil law enforcement agencies, attack bureaus and agencies, and even target high-ranking law enforcement officials.
First responders in dangerous situations, or war-torn regions, meanwhile, could become collateral damage during a terror attack via drones. Malicious actors could also use drones to prevent first responders from helping victims, or otherwise managing the situation.

IDENTIFYING THE REAL THREAT
Radars often have trouble differentiating between small drones and other flying objects, and they are complicated to operate. Optic solutions generate false alarms and the problem with many acoustic solutions is that drones are becoming increasingly quiet.
Jamming-based solutions, or hybrid solutions featuring jammers for mitigation, emit large amounts of energy to block drones’ controller signals, rendering them unable to function. This is not the optimal solution for law enforcement agencies and large venues. Jammer-based tools may affect other radio communications, which could hamper the communication between law enforcement agencies and local security personnel.
Many law enforcement agencies and first responders today utilize drones to monitor events, investigate active shooting situations, reconstruct accidents, etc., but jammer-based solutions are unable to distinguish between “friend and foe.” Also, drones that get jammed can behave unpredictably, sometimes dangerously plummeting to the ground.
Kinetic counter-drone solutions, which involve shooting down the UAV, are also too risky in crowded situations. What goes up must come down, and the falling drone, or the metal debris that is created from shooting a drone, could injure law enforcement personnel, or people in the affected area.
